Visual Studio 2005 and Measurement Studio 7.x - licensing exception

I get an error when I compile my VS 2005 application.

Error 1 Exception occurred creating type 'NationalInstruments.Restricted.AnalysisLicenser, NationalInstruments.Analysis.Professional, Version=7.0.0.341, Culture=neutral, PublicKeyToken=4544464cdeaab541' System.Security.Cryptography.CryptographicException: Length of the data to decrypt is invalid. D:\Projects\PCPTestSolution\PCPTest\licenses.licx 3 PCPTest

There are several errors along this line. I tried to download a patch from http://digital.ni.com/softlib.nsf/websearch/D489071285193E5B8625702F0080BEDC?opendocument&node=132070_US but the link is broken.  I don't know if it would solve the problem mentioned above, but at this point I don't know what else to do.

I am upgrading a VS2003 project to VS2005.  Please advise on how to resolved the problem with the embedded license file.

Yeah, we changed some of the file locations on our ftp site. Download the Measurement Studio 7.1 patch here.
