The PCIe 6323 is a multifunction IO DAQ--so there is capability for analog and digital input and output. There are other cards that are more suited to serial communication though, and they will provide the easiest path to that serial communication. Depending on your application, you may find more help in the Instrument Control community forum board. I'd recommend posting there with any additional information regarding your application and what you're hoping to do--that information will help users browsing the forum to give any releavant guidance that they have.
