My problem solved. I needed to check the (invisible) checkboxes in front of the Name in the Visual Studio References GUI. Also, apparently VisaNS (that I found in some documentation) is obolete. It gave an error.

This is Ali from National Instrument's applications engineering. We have a pretty active community for forum engagement but since this forum post has been inactive for a few years, I would recommend creating a new forum post and linking this previous solved solution.
That being said, have you been able to successfully run this configuration on an older OS (Windows 7) or any other system?
Have you tried changing the Target Framework and see if that makes a difference?
These might be good responses to put in the new post if you do decide to make a new one.
