I came up with a little example that should do what you want.

Basically, I used the centroid VI to find the center of the circle, then I used an Oval Overlay to create the larger radius circle.  When you use the VI, change the browse control in the front panel so that it is pointed to the attached BMP.

Sorry, the previous example works, but not the way I intended.

Attached as the same example, but I use the IMAQ Draw VI instead of the overlay vi.

I tried to open the example that you provided but I only have vision assistant 7.0.  Thank you for your help though.

Without LabVIEW, CVI, C, or Visual Basic, you will be unable to achieve what you want with your image.
 
Vision assistant is only intended to analyse images and extract information already present in the image.  Vision Assistant is not intended to add information to the image that was not there initially.
 
Really,  Vision Assistant is meant to be tool to help you quickly determine the best way to process an image (or extract the particular info you need) and then automatically create the code for you (either in LabVIEW or C).
 
I would recommend that you purchase LabVIEW to get the functionality that you want.
