Migrate from Vision builder

I have Labview 8
Vision Builder 2.6.1
NI-IMAQ for IEEE 1394 Image acqusition software.
 
I get everything up and going.
Set up the camera and acquire an image and open Vision builder.
Create a simple script and then tey to migrate to labview.
 
I get the following error:
 
Migrating the inspection requires that you have LabView 7 or Imaq version 7.1 or higher installed.
 
 
Well, of course I have Labview 8 and the latest  Imaq .
 
Tech support tells me that I need the development module to migrate.
The website comparasin chart shows that Vision builder can generate Labview VI's.
What gives?

VBAI creates LV code if the developer had installed all necessary software he would like to use in LV before. E.g. if you would like to use LV for image acquisition you have to install the driver before. Does not matter if you create your project with VBAI an migrate the LV code, or develop the code in LV directly. You can make image processing with VBAI or in your development enviroment. But make sure you have installed the VisionDevelopmentModule (VDM) in your development enviroment.

This is what I am finding.
I did not purchase the development module.
I was hoping there was another work around to be able to migrate to LV.
