There is a Knowledgebase that addresses your issue. The 3rd section in the Knowledge Base called "3. IMAQ Board Failing Diagnostics Test in MAX" might contain the solution to your problem.

If this does not solve your issue, there is a good chance your Camera or PCI-1408 is damaged and you should call National Instruments to further troubleshoot.
