Hello Frank Noe,
There is likely a trigger line on your camera that you can assign to accept a trigger signal. You will need to check the user manual of the specific camera you have purchased to see what line this is and how to assign it.

I`ve don't it as you wrote but still i wanna enter the triggering signal from out controller to the Camera...
And i have a terminal block with it NI Vision I/O Terminal Block and Prototyping Accessory.

What frame grabber are you using? Also, what is the part number of the Basler camera you are using? There should be an explanation on how to setup triggering in the user manual of both of these products. If you tell me what products you have I can direct you to this information.

I have a similar type of camera, it is a Basler scA1000-30fm. I use it with an NI Image Processing tool called Vision Builder AI 3.6. At first, the VB AI software dispyed two icons that notified that the camera is communicating with the software. After working with the Pylon software that the Basler cameras come with, the VB softare only showed one icon that shows that there's communication with the camera and software. With this icon, however, there is no option that allows hardware triggering. I'm not sure if I messed with the Pylon settings or if I damaged the camera due to polarity problems. In the camera's manual, it states that pins 3 and 5 are input and ground lines, respectively. There was a time when I had these swapped around. According to the manual, the camera can be damaged if this happens. Please assist (as I need to trigger the camera to acquire an image via a 24 V signal from a PLC).

I'm not sure what you mean by icons. Would you be able to post a screenshot of what you are reffering to? Also, was the camera acquisition being triggered correctly and recently stopped working, or are you trying to set this up for the first time?

I use Basler camera scA640-70gc scout series, and I want to connect the terminal block with NI EVS-1464 embeddd vision system with 44-pin D-SUB cable but it doesn't mention in the terminal block manual whether or not it needs power in Viso and Ciso pins. I connected it already without external power supply to the terminal block for trying the demo mode but it didn't light up.
Other thing there`s a 12 pins cable for the aforementioned camera from one side the other side of the cable has has two terminals power and data signal the question is how I connect this cable to the terminal block or the PLC.

If you are wiring an isolated power output to the EVS you will need to apply a power supply to the terminal block. This is mentioned in the "wiring isolated power output" section of the EVS getting started guide located here. The guide references the EVS user manual which provides a pinout of the d-ub connector in table 2-11 of the manual located here. For more information on the camera settings you need to set on the Basler camera please see the user manual of the camera you refrenced here.
To provide power to the camera you can purchase a power cable for the camera. Rather than a power cable, since you want to also do triggering, you will want a Trigger and I/O Cable instead which is part number 779985-01. The I/O cable would allow you to wire the trigger lines to the terminal block as well as the power lines.

I got good results after following up the manuals.
The inspection steps i made as following taking pulse from PLC to trigger light and camera then image processing steps at the end if the result of the inspection is fail i take out a pulse for running pusher to get away the failed product from passed ones..The problem that pusher stays working even while the PLC pulse is low. I use vision builder software and for running that pusher i choose the step of Generating Single Pulse and condition of Pulse when this step runs AND system variable inspection status is FAIL...I desire in making this pulse runs only when the system variable inspection status is fail.

You'll want to create a state that is transitioned to when a certain inspection step fails as seen in the image below. You will want to incorporate the desired behaviour into the state to which you transition.
