infact i have C program that uses USERINT.h and FORMATIO.h header files that i think these files belong to LabWindows, is it true?

You're right. They are header files for the user interface and the formatting and I/O libraries.
To learn a bit about LabWindows/CVI you can take a look at the Getting Started with LabWindows/CVI manual downloadable from www.ni.com/manuals.
NI often makes free presentations of its products: contact your local office and see if there is one in the near future.
