viWrite / viRead not working over Ethernet

viWrite / viRead not working over Ethernet, and this issue has appeared after the update the NI to 2019 version.

I think I found the reason: In driver of some module that implemented on TCP/IP, ( in case of  improving the performance ) i send the viRead before viWrite. This sequence dose not work on 2019 version.
