Hi mshoemak,
This sounds like something you have to create. Open up LabWindows/CVI, select New Project and when this project opens, go to File->New->User Interface File. This will open up untitled.uir. If you are still running into trouble, please specify which tutorial you are working with as well as which versions of CVI. Good luck!
