I was trying to use CVI to access the VISA layer directly without using IVI calls and just SCPI calls
and leverage the VISA layer.

There is a C VISA library in CVI under the menu item Library->VISA.. It has all the functions to communicate with devices and send SCPI commands. Is that what you were looking for?
