Coincidentally enough, just today someone else also posted a comment about the 313 vs. 314 issue. You can follow the discussion in that thread, where I posted the history of these two versions:

The bottom line is that the 7.1.1.313 version that you got from your developer's suite was already patched. The 7.1.1.314 patch that you applied is intended to update a 7.1.0.306 installation (although it's harmless if you also apply it to a 7.1.1.313 installation).
The bottom line is that 7.1.1.313 and 7.1.1.314 are functionally identical. So it's still unclear to me why you had the problem with 313 but not 314. It makes no sense. I guess if things are working for you now, there's probably not much to be gained from pursuing this further.
