zoom in and out

Now ctrl+shift+N navigation tool, how we can re-size that box , I can drag around but how to fix the size of the box.

and anyone else have any idea about birds eye view tool by openG or something like that.

YYou can drag the top, bottom, sides, and corners of the Navigation Window as needed to make larger or smaller.  It acts just like any other normal Windows window.  It seems to hold those settings until the next time you change the size.
