where to find description of serial port write VI error code 4004?

I would like to know what is the exact description of error code 4004 returned by serial port write VI.

I also would like to understand if I do not read all the bytes from receive buffer and try to flush the receive buffer and write to serial port, would this cause any problem?

That error code does not exist in any version of LabVIEW that I have installed (going back to 7.1). Then again, the function you are using has not been included with any of those versions and for an even longer time, has been not been recomended to be used. What version of LabVIEW are you running? Have you tried the VISA Write and Read functions?

You can flush the receive buffer at any time. That will not affect the write.
