Do I need a Visa Runtime license for a LABVIEW application that I have developed & can I distribute the runtime deployment software with the application
The application  communicates with a number of instruments over GPIB,Serial,USB and Ethernet using VISA.

The answer to both of your questions is yes. With 8.x, including addtional installers has been made pretty simple.
