Lynn, I didn't have to check for the handshake(maybe I dont understand what you mean). I connected the PIN 4 of the serial port to scope while PIN 5 was connected to the ground of oscilloscope.

And it worked i.e I got +12V when DTS is ON and -12V when it is OFF.

Saurabh,

 

My suggestion was to verify that DTS does not do something undesirable before the port is initialized or while it is being intialized. If the voltage changes polarity for a few microseconds during initialization, your device might activate prematurely.
