universal time is not displayed on executable user computer

I have setup a timestamp indicator to be data bound to a Shared Variable.  The Shared Variable contains Universal Time. When I build the executable and run it on my development PC the indicator displays Universal Time properly.  When I install the executable on the user PC it displays the local time. Why?  I use LabVIEW Application Builder to build the installer.  The LabVIEW Run-time engine, VIs, subVIs, Shared Variable libraries are all installed and deployed on the user PC using the installer.  Is this a Windows issue?  I'm using LabVIEW 2011 on Windows XP PCs.
