How do i build a standalone application or exe file. Is it able to run on a pc which does not have any labview program installed in it.....

You need Application Builder. If you have a basic version of LabVIEW, you've to pay extra ~$1000 to get it. Otherwise, it's already on your LabVIEW menubar.
You can use it to create an installation package including all files needed to run on another pc which have no LabVIEW on it.

The app builder doesn't come with the full version of LabVIEW either. It does come with the professional version.
