shrinking a block diagram area

You can expand an area of a VI's block diagram by selecting the Position Tool then <Ctrl>-dragging.

Is there a similar way to shrink an area of the block diagram?

Nope. Would be nice, though. You can provide a suggestion.

Note: I don't have 8.5, so I don't know if it's in there. Don't think I heard that it was, though.

Correct.  This was a new feature added by LabVIEW 2017, perhaps earlier.
