registering when the mouse is over an object?

Also given that you can do that how do you access the information in the chart?...
So that for a chart the user can get a read out of the x&y values by hovering/clicking on it?
Is this possible?

I am not sure if you can hover and read chart info, unless you always have same number of points plotted, then you could put transparent picture controls and read mouse attribute. An alternative is to show graph cursor and make unit label visible. This doens't allow hovering, but you can click on cursor and show info for each point.
