I aggree with Borjomy , if the parameters are set correct in the inverter, it should regulate this by itself.

I'm not sure exactly what a "fractional mill" is, but it sounds like the VFD that's driving it is independent of the one driving the conveyor belt, so I don't follow the folks above who are saying the belt speed should be regulated automatically in the way that the OP wants. It sounds like (generally speaking) you'd need a PID loop that takes the load of the fractional mill VFD as input, has a setpoint that's the desired load on the fractional mill VFD, and produces an output value that controls the output frequency of the conveyor belt VFD.
