programmatically toggle scale with window

Hello,

Looking for suggestions.
I'd like to be able to toggle the "scale object with window" option
under the edit menu from a running vi which does not have a menu bar.
I.e. drag window to resize a graph. Toggle scaling off, drag window to
see indicators. Turn scaling back on so next drag rescales graph. I
know I can do it with the vi server ... but if I'm able to toggle
scaling it would be so easy!
I'm running LV 5.1.1 on a Win NT box.
