problem installing LabVIEW

I am trying instaling LabVIEW after I removed it from my laptop,  but I keep getting an error "error when upgrading from package ni-ceip (4.1.1.49152-0+f0) to ni-ceip (4.2.0.49152-0+f0) "

Make sure your NI Package Manager is updated, reboot your computer, and try again. If that doesn't work, use the Offline Installer from the product download page.

What steps, and in what order, did you take to uninstall LabVIEW?  This could be critical in your ability to install LabVIEW again.
