power up sequence hardware device

I inherit a test fixture,  we need to protect the DAQ card inside the computer.
the fixture is connected to the computer via the DAQ card, and the fixture has its own power.
The computer has Windows XP and it can be turned off by the Shut down method.
The computer can be turn on by pressing the ON/OFF pushbutton switch in the front of the computer.
To protect the DAQ card, the power sequence MUST be as followed:
  Turn ON
       1. Press the pushbutton switch to turn ON the computer.
       2. Then, turn ON the test fixture.

  Turn OFF:
      1.  Turn the test fixture OFF
      2. Then execute Shut Down function to turn the computer OFF

Is there a hardware device on the market that do this sequence or prevent
the user from turn ON the fixture if the computer is not ON?

If a 5V output is available at a terminal of your DAQ card, you could use this to power a suitable relay that closes to provide power to the fixture.

Put a reverse biased blocking diode across the relay coil to trap inductive voltage spikes when the relay gets de-energized.
