I need to construct a PCM frame from inputs with different sampling rates such as video and data. Further, certain analog data has to be first digitised and then included in the frame. Is there any method of constructing the PCM frame? Is it then possible to use this frame as a stream of bits and further compress it to minimise the bandwidth consumed so that it can be sent on a communication channel?

As a continuation of my earlier question, is this equipment enough for me to construct a PCM frame or is there anything else required. Are there any better alternatives like PCI 7831 R. I have the FPGA module installed in my Labview software
