I'm not 100% certain I know what you are asking, but I think you want to restrict the Path "Browse" button to a certain Path, possibly on the Network.
Right-click the Control on the Front Panel and choose "Browse Options". Put the place where you want the Browse to start in "Start Path". Note, however, that you still get Windows Explorer, and can still Browse to other places (I wasn't sure of that, myself, but just "did the experiment", and haven't yet figured out how to be more restrictive ...).
A good question -- I'll be interested if someone else has a better idea ...
I can think of a "post hoc" method -- you could start the user where you want, pop up a message that "Only files from here will be accepted", then test the path that is returned, and if it doesn't meet your restriction, reject the path and force the User to "try again" ...
