If you can't talk to your device from Modbus Scanner, then the problem is either with your computer, your cable, your settings or the device.
For the computer and the cable, you can just try checking it on another computer using another cable.
For the device or the settings you should talk to the manufacturer of the device.
We can't really help you because we don't have any details about your device and even if we did, we can't play with the device itself.
