Recently a different location at my company was closed and consolidated into my location.  They had a license for labview 2011.  Is there a way I can find out if they had a service agreement for several years and the license covers newer versions?

If you have their license serial number, contact whoever is your account manager/sales person at NI.  They should be able to look that up.
