I assume that what you're "measuring" is a boolean pulse where you get a pulse with each spoke on the wheel.
Once you have the number of spokes and the radius, calculating the rest from the times of the pulses is fairly simple, but you have to know how to use LabVIEW, which can be a bit daunting. Here's an example of how to calculate the time between the pulses. After you do the following tutorials, this should be easier for you.
To learn more about LabVIEW, I suggest you try searching this site and google for LabVIEW tutorials. Here, here, here, here, here and here are a few you can start with and here are some tutorial videos. You can also contact your local NI office and join one of their courses.
In addition, I suggest you read the LabVIEW style guide and the LabVIEW user manual (Help>>Search the LabVIEW Bookshelf).
