how to place a control on horizontal splitter bar

I'm looking to use a horizontal splitter bar as a menu bar....though I can't get the controls to drag and drop over the horizontal splitter bar...

 

What's the catch here?  I've tried to just scroll the control up over the bar, but it just goes under the bar instead of over it...the "move in front" & "move forward" don't work to bring the control in front of the bar.

 

Any suggestions?

Hi Jonathan,

 

it's a splitter and not a decoration - so this behaviour is by design!

 

What do you want to achieve?

there was a tutorial in the Labview Intermediate class that used this functionality to create a custom run-time menu bar for user navigation and selection.  Trying to emulate this...

You can use a normal menu bar, look in the 'Edit' menu for the 'Run Time Menu'.
