eliminating the menu bar in a built application

I am trying to eliminate the menu bar in a built application when the application is not running. I also want to do the same with the scroll bars.

In the VI properties there are settings for hiding or showing the items you mentioned. However, these settings only work when the VI is executing. There is no way of permanently hiding these items when the executable has stopped but is still open.
