device driver stopping LV executable GUI to appear

I have a LV executable that serves as GUI to control a usb device.  For some reason, ON ONLY ONE PARTICULAR COMPUTER, the device

being present in the device manager (i.e., the driver is loaded) stops the GUI from appearing when I launch it.

 

It shows up in the task bar, but is not visible.

 

If I disconnect the device, the GUI suddenly pops-up.  I can then re-connect the device, but any operation that requires another GUI popping up,

like hitting a file browse button, fails.  The browse window shows up only after disconnecting the device.

 

Anyone seen something like this before?  Any solutions?

What OS?

What version of LV?

What is the normal quiecent CPU usage?

I did a system restore and re-installed, to no avail.

What is the USB device?

How is the computer where it is failing different from the ones where it works?
