What do you mean by "a graph"?  Is this an image?  If so, get a ruler and measure the coordinates of the points in "units" (mm, fractions of an inch, etc.).  Also measure the scale markings on the axes to translate "units" into time, cost, weight, etc.  Now do some math.  You can write a LabVIEW program to help do the math, but a calculator might be faster ...

As you might have noticed, your question is not sufficiently clear to give an answer. (What is "read"? What is "graph"? What is "tool"? ... too ambiguous!)

If this is a graph in the front panel of a VI, it just displays whatever is in the wire leading to it. You can connect other things to that wire and do whatever you want with that data, expanding the functionality.

You can also right-click a graph any time and select "Export..." with several options, see image:

If you have a photograph of an old graph, you can read it into a picture indicator and write a small program to record your mouse clicks when you click on points.

If there is sufficient contrast, you can probably fully automate it as generalized OCR, such as described in this 1992 article.
