I am using an absolute encoders. I can drive a servo valve with current to create an angle. This is by reading the encoder. But the current does not remain constant. How can I drive a Voltage to current converter to obtain a constant angle?

If we could get a bit more info from you, it might help me and other forum members help you out. What type (model) of encoders do you have? Are you controlling these using LabVIEW, and if so do you have some type of control algorithm? Applying a constant voltage to a motor will not hold it at a constant angle--is that what your question was? You need to use a feedback control algorithm to adjust the voltage constantly to maintain a given angle.
