converting fractions to binary

Can anybody help me convert fractions (i.e. 0.006283, -0.00045841, 125.2, -15.2) to binary?

I've got a routine in Visual Basic that will convert positive numbers here:

I'll try to get something written in LabVIEW for you in the next day or so if no one else beats me to it.  In the mean time the VB routine should help you out a bit.
