control and simulation loop

Hi, I am new to LabVIEW and I am trying to set up a PID controller here but my LabVIEW doesn't seem to show me control and simulation loop...Does anyone know why ?

Do you have LabVIEW Full or Pro activated?

I believe the Control and Simulation Toolkit is an "optional Add-on", and it doesn't show up in the list of Add-on licenses you showed.  Maybe you just need to download, install, and activate it ...
