You can find a LabVIEW driver for the HP on the NI driver website
Sync with your USB device would need to cable the trigger out of the HP to the USB
To match exactly the frequency, you would also need to sync the timebases. The HP allow 10MHz input or output. I don't know your USB device but it doesn't support time sync , so you maybe can use a counter to create a 10MHz signal linked to the USB timebase and use this for the HP 😉
