I am attempting to edit an xcontrol in LabVIEW 2020 and I am getting a library locked message saying that the I do not have the correct license to edit this library. This is a legacy application that was created a long time ago and I have always had the correct license before. Did xcontrols move to a package that has to be purchased now? I have the full development system.

Xcontrols are typically locked if they are in use by a VI that is in memory. Make sure no VIs are open that contain the Xcontrol.
Can you show us the exact error message you are getting?

I unlocked the control. The message was what I posted here. And now it seems I don't even have the unlocking option when I right click on the control.

The only thing that is open in this particular instance is the xcontrol; notice the "Why is this library locked?" selection in the dialog.

I think you might need the professional development system to create and edit XControls, rather than the full development system.

Yes you need Pro:

I am an alliance partner and have been working in that capacity since 2013. If I look at my active software via the NI Package manager I have both the professional development system and the full development system.

Same here, if you're in the alliance you have the Pro version license available. Open your NI License Manager and make sure the Pro version is licensed with your serial number. Seems like your licensing got out of whack, which has happened to me before.
