             Will lab view 2015 and 2016 runtime engine works in windows embedded compact 7 OS.

Nope. This is a Windows CE version. And it usually is used on systems that do use SH or ARM CPUs, although there is also an x86 version of it.

Windows CE has only a partial, simulated Win32 API subsystem, which is THE API that LabVIEW is using for interfacing to Windows. So installing LabVIEW for Windows Runtime on it is a no go, and even if you get to install it on such a device it won't be able to startup.
