I am not sure about the background of the difference, but looking into my modern => numeric palette reveals the tank like shown in the attached screenshot.
I have LV 8.6 PDS including FPGA, RT, Statechart and DSC modules and several toolkits installed.
Maybe you have customized palettes? (Tools >> Advanced >> Edit Palette Set)

I have been testing this issue also. It seems that the Tank indicator only shows up in LabVIEW 8.6 when you have the Datalogging & Supervisory Control Module (DSC) installed on your computer. If not, the Tank indicator isn't available.

I use Prof Dev installation. I have not the DCS module installed. By selectingTools / Advanced / Edit Palette Set I see LicErr at the Tank symbol. The reason can be that I do not have DCS module installed.
NI: Please, do not remove things, just add! (Unless there are really good reasons for removing.)
