Can you explain about what "plot Y scale index" can do?

My target is each Y scale and data that plot can change scale seperately.

Is it possible?

Sure - the Y Scale Index chooses which scale the plot should be on.

So if you have 2 scales and multiple plots, you can go from plot to plot using the Active Plot property, and then change the Y Scale Index to switch it between scales 0 and 1, for example. 

These scales can change their range separately, along with visibility and a collection of other properties as you've already seen/tried.
