I would go so far as to say an overwhelmingly large majority of serial devices do not use the *IDN? command.  Even when talking GPIB, the *IDN? was not really a standard until SCPI came around in 1990 (I think *IDN? is actually defined in 488.2-1987).  Luckily, I don't think I have had the pleasure of using a GPIB instrument that did not understand *IDN? (had one power supply where you had to change its language to use SCPI).

A super-old HP network analyzer used non-SCPI commands and it was a pain.
