I do not think it is supported.  The GUI is written in LabVIEW (https://www.xilinx.com/support/documentation/boards_and_kits/vc707/ug848-VC707-getting-started-guide...) but that doesn't mean it can be reconfigured (i.e. new bitfile) from LabVIEW FPGA.

I think that bitfile can be created only in vivado for example. But if we want control vc707, need create *.dll maybe.

Did you mean that I need to write hdl code in vivado/ise and then uploaded that file in labview?

Maybe. For example, HSDIO use dll to connect with Labview. Also may use COM port to connect to VC707.
