i'm trying to upgrade VIs from LV2011 to a LV version that work with the OS Windows 10 .
so it's better to install LV 2015 or 2016 ?

As a general rule, I'd say always go with the newer version of LabVIEW. More likely to be compatible for longer. And LV 2016 added quick drop enhancements that I now can't live without 🙂
Yeah but i need to upgrade these VIs with less issues coz it’s not my code and there is no documentation so any suggestions please .

To my knowledge either 2015 or 2016 has about the same likeliness of compatibility with 2011. You should also look into the VI Analyzer Upgrade Tests. They aren't perfect but are a pretty good indication of what (if anything) will break by upgrading.
Go back and read BowenM's original response! As long as you are within a few (5-6) versions difference, and there aren't compelling reasons to not upgrade to the latest version (I'm looking at you, LabVIEW 2017!), the most recent will be "the most recent", more features, (usually) better response, etc. So if you are deciding 2015 or 2016, I strongly second BowenM's suggestion to use 2016. Besides, it has My Favorite Feature ...

I've just upgraded several programs from 2011 to 2017 with very little issues. I did develop a small program to search for deprecated code, and it was just some Write to spreadsheet that needed changing.
