Can't. VI's were saved without a block diagram, and you cannot recompile a VI without it. The description says it was developed by VI Engineering, so I would suggest contacting them to see if they have an updated version.

Could somebody please convert the allan_statistics_v2_lv711.llb from the page: http://zone.ni.com/devzone/cda/epd/p/id/502?  The file is from LV version 7.1 and I would like it to be converted to 2010 (10.0.1).  I am operating on a Windows 7 system.

Can't. Same problem as Viral Patel's request: VIs were saved without a block diagram. Whoever at NI wrote the VIs will need to upconvert it since they would have the VIs with the block diagram. If you need the VIs then you will need to contact NI Tech Support directly.
