Unexpected Behavior of Conditional Disable Structure

1. Place this on a block diagram: 
2. Create a source distribution of that VI without the block diagram.
3. On another VI, call the distributed copy of the above VI (the one without the BD)
4. Run the VI from step 3.  The illustrated case (RUN_TIME-ENGINE==False) won't execute.

The lack of a block diagram is treated as RUN_TIME-ENGINE==False when it should be True.

Oops.  A bit of a brain cramp there.  Of course the case of a Conditional Disable Structure can't be selected after the BD is gone!
