Turn on cRIO, program often fails to run correctly 1st time. OK 2nd time. Why?

After powering up compactRIO (and allowing 30 sec or so for boot up), I run a fairly simple program on this target.  The program runs, but some of the front panel indicators remain all zeros or NaN.  I stop the program, change NOTHING, and run it again.  Now it works fine!  What's happening?  It's not just with one program, but multiple.
 
I'm not sure whether all of the programs which cause this fault employ FPGA, but some certainly do.  For those that do, it's not just that the front panel indicators show bogus numbers; the analog outputs correspond to whatever values are on the front panel.

Which version of LabVIEW FPGA Module are you using? Can you post a VI that showcases this behavior in order for us to reproduce and give suggestions on why this might occur?
