Telephony support for Labview

I have recently been given the assignment to develop a vi that will dial a
specified telephone number and
play a message once the phone is answered.
Are there any libraries in existance that can help me in creating such vi?
At the moment I am picking apart ModemNow/FaxNow library to see if there
are any loopholes to do this.
