This problem occurs when using a tab control. If the tab control covers the entire area of the screen, and you then go to run the VI on another system with a montior of less resolution, the tab control does not resize with the rest of the controls when the VI is configured to "maintain proportions of window for different monitor resolutions" under VI Properties>Window Size. The tabs are not seen on a monitor of less resolution unless you pan around and find them (they are out of the viewable area).
