The fact that Hyperterminal can use the port is promising, but I hate problems like these!
Things _I'd_ do (but not necessarily in the following order):
Reinstall MAX.
Look at BIOS (CMOS?) settings re: port & interrupts - any special IRQ settings for IRQ 4?
Play (carefully) with C:\VXIPNP\WINNT\NIVisa\visaconf.ini (attached, related sections from my PC)
Make sure nothing is competing with MAX for the port. (At this point, I'd open-case and pull modems/serial-expansion cards.)
